Smog May Harm Women's Brains: Study (HealthDay)

MONDAY, Feb. 13 (HealthDay News) -- A lifetime's exposure to air pollution may contribute to mental decline in older women, a new study says.

Researchers used data from U.S. Environmental Protection Agency (EPA) air monitors combined with address information on more than 19,000 women aged 70 to 81 taking part in the U.S. Nurses' Health Study to calculate their exposure to air pollution over the course of seven to 14 years.

In addition to information from the air monitors, which measure six major pollutants, researchers took into account factors that could influence exposure, such as wind patterns, altitude and proximity of each woman's residence to major roadways.

The women also took an over-the-phone test to measure various mental abilities such as memory and thinking skills. The tests were repeated two and four years later.

Both exposure to fine particulate matter air pollution -- less than 2.5 micrometers in diameter, or about 1/30th of the diameter of a human hair -- and coarse particulate matter -- between 2.5 and 10 micrometers in diameter -- were associated with mental declines in women.

"Women who were exposed to higher levels of particulate matter over the long term experienced more decline in their cognitive scores over the four-year follow-up period," said lead study author Jennifer Weuve, an assistant professor at the Rush Institute for Healthy Aging in Chicago. "This association was true for both types of air pollution, both the fine and the coarse."

Every 10-unit increase in air pollution women were exposed to aged them mentally by the equivalent of about two years, according to the study in the Feb. 13 issue of the Archives of Internal Medicine.

On a population scale, the impact is tremendous, Weuve said. If millions of people are slightly older mentally than they would be otherwise, that has a huge impact on older women's quality of life, on their families and on the societal costs of taking care of them, she explained.

"Unlike other factors that may be involved with dementia, air pollution is unique because we can intervene in it as a society at large, through policy, regulation and technology," Weuve said.

Particulate air pollution -- particles of solid or liquid matter suspended in the air -- is made up of acids such as nitrates and sulfates, organic chemicals, metals and soil or dust, according to the EPA.

A major source of fine particulate matter pollution in the United States is combustion from cars, diesel engines and industry.

Sources of larger particles include roads, construction, mining, burning and farming.

Generally, scientists believe that the smaller the particle, the more it infiltrates the body, Weuve said. Smaller particles travel deeper into the lungs, and can enter the bloodstream.

Research in animals has also found that some particles, when inhaled, go directly from the nasal passage to the brain, she added.

Previous studies have found that exposure to air pollution is associated with cardiovascular disease. Cardiovascular disease, which involves the heart and blood vessels, has been shown to accelerate mental decline, Weuve said.

So the association between air pollution exposure and women's mental decline might be explained by pollution's impact on cardiovascular health. It's also possible that the air pollution is reaching the brain itself, leading to inflammation and potentially triggering the microscopic changes that mark the onset of Alzheimer's disease, she said.

Dr. Rajiv Bhatia, director of environmental health for the San Francisco Department of Public Health, said the findings were consistent with prior research that has shown pollution can contribute to respiratory and cardiovascular disease.

"It's fairly conclusive that fine particulate matter has effects on the cardiovascular system, and effects on the brain are also possible," Bhatia said.

The challenge, he said, is reducing particulate matter in levels where it's high, and reducing the disparities among those exposed. Research shows ethnic and racial minorities are more likely to live near sources of air pollution. such as roadways, ports and freight distribution centers.

"We're making progress, but there are areas and places where these levels are high and still increasing," he said. "People living near very busy roadways are disproportionately affected and have not seen much benefit from the Clean Air Act."

The Clean Air Act directs the EPA to reduce air pollution.

Since it took effect, levels of fine particulate matter have fallen in most areas, but in some areas, air pollution remains too high.

Bhatia, in an accompanying journal commentary, called for more air monitors near busy roadways to compel state governments and regional planning agencies to take steps to reduce pollution near those sources.

"If you don't have monitors near roadways, they are not forced to take action," Bhatia said.

Another study in the same journal by researchers at Brown University found that more people were admitted to a Boston hospital for ischemic stroke on days when levels of fine particulate air pollution were high. Ischemic stroke occurs when a blood vessel leading to the brain becomes blocked.

Ischemic stroke risk was 34 percent higher on days with "moderate" pollution levels than days with "good" levels, according to the EPA's Air Quality Index, the researchers found.

Chamtech's already talking with government-based customers, and as such can't spill too much detail on how it works, but said it uses organic elements to tinker with magnetic and radio-frequency fields. The start-up's CTO, Rhett Spencer, claims the antenna could increase mobile energy efficiency by 10 percent. Obama budget predicts $1.3T deficit for 2012 (AP)

WASHINGTON ? President Barack Obama's new budget predicts a $1.3 trillion deficit for the ongoing fiscal year but that would drop to $575 billion in 2018 if the president gets his wish to raise taxes and if policymakers can live within tight restraints on the Pentagon and other Cabinet agency budgets, the White House said Friday.

After four consecutive years of trillion dollar-plus deficits, next year's budget shortfall would drop to $901 billion under the administration's tax and spending policies.

In his budget submission on Monday, the president will also call for a "Buffett Rule" ? that would guarantee that households making more than $1 million a year pay at least 30 percent of their income in taxes. Billionaire financier Warren Buffett has made headlines proposing the idea, saying that it's unfair for him to pay a lower tax rate than his secretary.

Obama will also call for Congress to enact a tax reform plan that would raise about $1.5 trillion over the coming decade by eliminating numerous tax preferences and assuming revenues from the expiration of Bush-era tax cuts for people in the upper brackets. The president is also going to call for lower corporate tax rates as well as an end to many corporate tax loopholes; details will come later in the month.

The election-year document is sure to get a brushoff from Republicans controlling the House. The White House says that Monday's budget will contain many items from a September submission to a failed congressional deficit "supercommittee," which deadlocked over tax increases and how much to cut popular benefit programs like Medicare.

The Obama budget will also reflect tight "caps" on agency operating budgets forged in last summer's budget and debt limit pact between Obama and House Speaker John Boehner. Those include a $6 billion cut in the budget for core Pentagon operations and cuts to many domestic agencies as well.

But it's commonly assumed that presidential politics will prevent Democrats and Republicans from renewing efforts for a broader budget agreement, though negotiations on Capitol Hill are under way in efforts to renew jobless benefits for the long-term unemployed and a 2 percentage point cut in payroll taxes and prevent a 27 percent cut in Medicare payments to doctors that's the product of an outdated funding formula.

Administration officials briefed reporters and issued a fact sheet after several figures were reported in The Wall St. Journal, which viewed leaked draft budget documents.

White House talking points said the budget will put "the nation on a path to live within our means ? by cutting wasteful spending, asking all Americans to shoulder their fair share and making tough choices on some things we cannot afford, while keeping the investments we need to grow the economy and create jobs."

The president will also propose a six-year, $476 billion highway and surface transportation bill and $360 billion from curbs to federal health care programs like Medicare and Medicaid. There's $278 billion more in savings from non-health benefits programs like farm subsidies and federal civilian worker pensions.

There's also an immediate $350 billion for job-creating measures, about $100 billion less than presented in Obama's September jobs plan because the administration is giving up on increasing the 2 percentage point payroll tax cut to 3.1 percent and giving it to businesses. Ideas like school modernization and road projects haven't gained traction in Congress, however.

The White House warned earlier this week that its economic assumptions ? predictions of the unemployment rate averaging 8.9 percent this year ? now look too pessimistic. They were made in mid-November, before a recent spate of positive news about the economy. If the economy performs better than officially projected, it'll mean a better fiscal performance for the government since greater growth means increased tax revenues.

"The forecast of the unemployment rate that will accompany the budget should be considered stale and out of date," White House economist Alan Krueger said Thursday.

WASHINGTON (AP) ? Republican presidential candidate Mitt Romney is casting himself as a strict conservative as he looks to reset his campaign following three losses to rival Rick Santorum.

The former Massachusetts governor has spent this campaign focusing on his business credentials and downplaying his ideology, four years after he failed in his attempt to win the GOP nomination by running as a social conservative.

"I was a severely conservative Republican governor," Romney told the Conservative Political Action Committee's annual gathering?Friday in a major speech that, advisers say, Romney viewed as an important campaign moment ? a chance to speak directly to the conservatives who rejected him in three contests last Tuesday.?

The speech represented a?full-throated insistence that he is conservative in both record and background, a message he sought to send as he worked to convince the GOP's skeptical right flank that he is?acceptable as the party's nominee.

"My path to conservatism came from my family, from my faith and from my?life's work," Romney said.

He's working to gain trust from the activists who?make up the GOP base and who drive the Republican primary contest. They view him skeptically because of his past shifts on a variety of issues, including his previous support for abortion rights.

Conservatives generally view Romney's chief rivals?? Santorum and Newt Gingrich ? as having views more in line with their own.

Romney's new message comes as he's trying to prove he can win over a broad spectrum of Republicans. He has yet to win a majority of GOP votes in any of the contests he's won so far. And he's looking to emerge strongly from Super Tuesday, March 6, when 10 states hold nominating contests.

In offering the defense, though,?Romney drew attention to the problem he's faced throughout the primary contest.

"I've never heard anybody say, 'I'm severely conservative,'" conservative talk radio host Rush Limbaugh said Friday.?

Romney's conservative opposition remains divided ? the former House speaker has won one state and the?former Pennsylvania senator four. But Santorum is suddenly threatening Romney's dominance in states where his team had previously felt comfortable.

This week, Santorum won contests in Minnesota, Missouri and Colorado. While Romney's team decided not to compete in Missouri's nonbinding primary and acknowledged early that Minnesota might pose problems, they were much more optimistic about Colorado. Romney spent several days campaigning there ahead of the caucuses, but his team spent just $32,000 on TV ads in the state.

In a sign it's nervous about continued losses, Romney's team abruptly added campaign events in Maine, where voting finishes?Saturday. He'll visit two caucuses?Saturday morning, and he?held a town hall there Friday night ? his first event taking questions from voters since he campaigned in South Carolina in January.?

There's evidence there that problems have taken root in the weeks since then. Romney had to field questions about his comment that he is "not concerned about the very poor" and about a Swiss bank account on his tax returns.?

And now, Romney's team is preparing an aggressive push against Santorum in?Michigan, the state where the former governor was born and where Romney is a household name ? and where his advisers had hoped for an easy victory. Romney's?father, George, served as governor of Michigan and chairman of American Motor Corp. before mounting a failed bid for president in 1968.

Romney all but ignored Santorum ahead of this week's contests. Advisers say that will change this week, when the former Massachusetts governor and his team will hammer Santorum's record on union issues during his time serving as a senator from heavily unionized Pennsylvania.

Santorum joined a filibuster of a national right-to-work act and voted to defend legislation that sets pay for public sector workers. He defends that record as an issue of states' rights.?

Romney has also planned a more aggressive campaign schedule in Michigan in the coming weeks. He will hold events in Kalamazoo and Grand Rapids on Wednesday and stay in the Midwest through the end of the week. He's likely to spend some time campaigning in Ohio, which holds its primary?on March 6, Super Tuesday, and is the first Rust Belt state to hold a nominating contest.

Romney also recently moved a speech at the Detroit Economic Club from a smaller, indoor venue to Ford Field, where the Detroit Lions play football.?

Looking ahead,?Romney's key advantage is money. He and his allies, the super PAC Restore Our Future, have spent a combined $25 million on TV ads to date, helping to drive wins in New Hampshire, Florida and Nevada. That dwarfs the $7.1 million Gingrich and his allies have spent on airtime and the $2.5 million Santorum backers have shelled out.?

Still, Romney is facing a crush of primaries and caucuses?on March 6, when his financial edge will be tested. He plans major fundraisers in California and Texas in the coming days.??

And he could always add to that himself.?The former Massachusetts governor hasn't said if he'll contribute any of his considerable personal fortune to the campaign. In 2008, he spent $45 million.
