AP Sources: 'Fiscal cliff' deal emerging

WASHINGTON (AP) ? Working with Congress against a midnight deadline, President Barack Obama said Monday that a deal to avert the "fiscal cliff" was in sight but not yet finalized. The emerging deal would raise tax rates on family income over $450,000 a year, increase the estate tax rate and extend unemployment benefits for one year.

"There are still issues left to resolve but we're hopeful Congress can get it done," Obama said at a campaign-style event at the White House. "But it's not done."

The parties were at an impasse over whether to put off the automatic, across-the-board spending cuts set to take effect at the beginning of the year and if so, how to pay for that.

One official said talks were focused on a two-month delay in the across-the-board cuts but negotiators had yet to agree on about $24 billion in savings from elsewhere in the budget.

Officials emphasized that negotiations were continuing and the emerging deal was not yet final. And a confident Obama, flanked by cheering middle class Americans in a White House auditorium, jabbed Congress, saying lawmakers would use every last second to delay a deal. He said his hopes for a larger, more sweeping deal have been dashed and said that such an accommodation was not possible "with this Congress at this time."

Tornado WATCH for Horry, Georgetown Co.

GRAND STRAND, SC (WMBF) - The Tornado Watch has been canceled in the Pee Dee but remains in effect for Horry and Georgetown counties until 5 p.m.

Around 12:30 p.m. they also issued a TORNADO WARNING for Robeson County until 1 p.m. That warning was canceled as the storm moved quickly out of that area.

The Tornado Watch has been canceled for everyone EXCEPT Horry and Georgetown counties.

Areas of the deep south experienced this severe weather on Christmas with an unofficial count of at least 30 reported tornadoes. These conditions will continue to affect drivers hitting the roads as the storms pass through the Carolinas.

WMBF Storm Team Meteorologist Jamie Arnold warns that the biggest concern for travelers will be strong winds at 60 mph or higher.

"Our probabilities for tornadoes are unusually high. Obviously late December you don't think of as your typical severe weather season but this is a very dynamic storm system," Arnold explains. "It's already produced a record number of tornadoes so far on Christmas day and we're going to see that threat continue into the Carolina's."

To break down the threat, Arnold says that areas along I-95 from Darlington to Bennettsville may experience effects as early as 9 a.m. Other inland areas from Florence to Marion can expect severe storms from 11 a.m. until around 12 p.m. Wednesday.

Coastal areas from Whiteville, to Conway and Murrells Inlet to Georgetown should be prepared for severe weather from 12 p.m. until 3 p.m.

Arnold says the system should move out of the Grand Strand around 4 p.m. Wednesday.

FT: iPhone 4s Verizon TRADE for 15" Laptop or Macbook

I decided to make a new post because I want to trade instead of sell and I couldnt edit my previous thread title, maybe a mod can delete my other thread. If not no biggie.

I got a new phone but need a second laptop for work and this phone still needs to go. My Macbook Pro is too expensive to tote around to customer sites and its already survived one drop off a table so Im far too nervous to bring it from site to site with me wheres theres oftn no room for a laptop except a little ledge or some other questionable platform not designed for a laptop. I want something that wont make me cry if I drop it but it cant be a total piece either since I will be stuck using it everyday all day.
My Verizon account is currently active so the ESN on the iPhone is clean.
The phone is mint no scratches or scuffs and comes in original box with all accesories.

Im looking to trade for a modern laptop with a 15" screen. If it didn't come with Windows 7 or 8 then its likely older than Id be interested in. If it has DDR2 or slower RAM Im not interested. Best Buy has a Toshiba with a 15" screen and AMD E300 processor for about $260 and its a perfect example of what Im looking to trade for. Id be willing to take a slower processor if it has AMD or Nvidia Graphics. Id like the RAM to be expandable to 16 GB but 8 GB would work as well. LED backlit screen is a huge plus for me or anything with a long battery life which usually means it will have an LED screen. Dont care much about hard drive size or the amount of RAM included since I will upgrade those anyway. I'm not interested in HP laptops unless its REALLY REALLY worth it.
If the laptop is worth more than my phone but is something you think fits the bill, I would be willing to throw in some cash to even up the trade.

YANGON, Myanmar?? Myanmar's cash-strapped opposition party is tapping into the prestige of its leader: Two sweaters hand-knit by Aung San Suu Kyi have been auctioned for $123,000.

A green-and-white sweater with a floral design sold at a Friday night auction to an anonymous bidder for 63 million kyat, or $74,120.

On Thursday, a Myanmar-based radio station won a bidding war for a multicolored V-neck that fetched $49,000.

Suu Kyi has not publicly reacted to the success of her party's two-day fundraiser, but aides said she was pleased with the results.

"Daw Aung San Suu Kyi is satisfied with the auction and the donations received," close aide Ko Ni said Saturday. "She needs a lot of cash to carry out projects for the welfare of the people." Daw is a term of respect in Myanmar.


The auction was part of a fundraising event organized by Suu Kyi's National League for Democracy party to raise money for education of poor children and health projects in Myanmar, an impoverished Southeast Asian nation also known as Burma.

Both sweaters were knitted by Suu Kyi at least 25 years ago when she was living in England and raising her two children, Ko Ni told The Associated Press.

"She made them when she was busy working, studying and taking care of her children," Ko Ni said. "She wants to send the message that people should not stay idle but be diligent."

Suu Kyi, a 67-year-old former political prisoner and winner of the 1991 Nobel Peace Prize, has become Myanmar's biggest celebrity as the country transitions from a half-century of military rule. She is generally guarded about the family she left behind in England ? but the auction indicates a new willingness to share her family history with an adoring public.

Ahead of the auction, Suu Kyi asked her brother-in-law in England to ship some of her personal belongings, which arrived in nine boxes on Wednesday just in time for the auction, Ko Ni said.

The Oxford graduate was raising two young sons with her late British husband when she returned to Myanmar in 1988 to nurse her dying mother. As daughter of the country's independence hero, Gen. Aung San, who was assassinated in 1947 when she was 2, Suu Kyi found herself thrust into the forefront of pro-democracy protests against the military regime.

Over the next two decades, she became the world's most famous political prisoner and won the adoration of her people, who call her "Amay Suu" ? or "Mother Suu," partly because she chose to stay with them over her own children. She declined opportunities to leave Myanmar, fearing she would not be allowed to re-enter.

Since her release from house arrest in 2010, Suu Kyi has reunited with her sons and completed a stunning trajectory from housewife to political prisoner to opposition leader in Parliament.

The proud new owner of the $49,000 red, green and blue V-neck sold Thursday said it was worth the money.

"It is priceless because the sweater was made my 'Amay' herself," said Daw Nan Mauk Lao Sai, chairwoman of Shwe FM radio station.

"I bought the sweater because I value the warmth and security it will give," she said, adding that she plans to hang it up in the station's office for the whole staff to see.

Badgers football: Offense was power struggle for Matt Canada, Bret Bielema

LOS ANGELES ? After 12 games as offensive coordinator for the University of Wisconsin football team, Matt Canada finally had enough.

Prior to the Big Ten Conference title game against Nebraska, Canada went in to talk to former UW coach Bret Bielema and at long last put his foot down. Sink or swim, it was time for Canada to do things his way.

Numerous UW sources said Canada's decision to stand up to Bielema was a significant factor in the offensive outburst that followed. The Badgers amassed 640 yards, including 539 on the ground, in the 70-31 victory over Nebraska on Dec. 1, sending UW to the Rose Bowl where it will face Stanford on Tuesday.

The brilliant game plan stands as a crowning achievement in Canada's 21 seasons in college coaching, but it wouldn't have happened if he had not fought for the things he believed in.

The sources for this story ? who are close to the football program and the coaching staff ? spoke on the condition of anonymity because they were told the information in confidence.

Canada was asked this week if he'd ever called a game in which everything seemed to work as well as it did against Nebraska.

"That was a special night," he said, simply. "No doubt about it."

Canada acknowledged the meeting with Bielema but downplayed its significance.

"Bret and I talked every week," Canada said. "There wasn't any clearing of the air."

But the Badgers certainly looked like a different offense in that game ? Canada's offense ? unveiling a variety of formations, trick plays and things UW had not shown all season.

Bielema, who has a defensive background, got more heavily involved in the offense after the departure of coordinator Paul Chryst after last season.

According to the sources, Bielema railed against the use of fly sweeps ? with running backs or wide receivers going in motion behind the quarterback, sometimes getting the ball or just forcing the defense to honor the edges ? and thought the Badgers should have been good enough to simply be a power running team.

But they weren't good enough, especially at the start of the season, with the departure of seven starters off the record-setting 2011 offense that averaged 44.1 points per game.

A dispute over one of the plays Canada installed for the Big Ten title game highlighted the differences between Bielema and Canada.

The play, according to the sources, was run out of the Barge formation, in which tailback James White was at quarterback and handed the ball to tailback Montee Ball on a fly sweep.

Bielema didn't like how the tight end on the play side kicked out to make a block in the alley and wanted to change the play. There was also the risk of one tailback handing off to another and, in fact, when the play was run in the game Ball slightly bobbled the handoff.

After Bielema relented and gave his consent to run the play the way Canada wanted, Ball scored the first of his three touchdowns on it, a 16-yard run around left end in which he dove for the pylon from the 4-yard line to put UW ahead 35-10.

"There's risk and reward," Canada said when asked about the play. "If we would have fumbled that and the game was close, everyone would be saying, 'You've got James White handing it to Montee Ball.' "

Bielema's more heavy-handed tactics during the season, according to the sources, included overruling some of Canada's play calls on the coaches' headset during games.

Canada didn't dismiss that directly but said he takes responsibility for all of the calls during the season.

"I would say, I called every play," he said. "There are a lot of things that go into offensive football. We all were involved. We have a great staff. We tried to do the best we could."

It has undoubtedly been a trying season for Canada, who thought he'd landed his dream job and hoped to be here for a long time ? certainly long enough for his daughter, a freshman, to finish high school in Verona.

Instead, he's uprooting his family again after one year and leaving after the Rose Bowl to become the offensive coordinator at North Carolina State.

Not only did Canada follow a popular and successful coordinator in Chryst, the offense bogged down early with issues at quarterback, an injury to the team's only threat at wide receiver in Jared Abbrederis and a rare coaching switch on the offensive line, with the firing of Mike Markuson and the promotion of graduate assistant Bart Miller.

Bielema said the 70 points against Nebraska were a sign of how much the offensive staff grew this season.

"We prepared for the Big Ten championship game just like we had all year," Bielema said in a telephone interview last weekend when asked about the meeting with Canada. "The part that really, I think, showed up in that game is we prepared with an attitude all week.

"That was something I really saw come out. Offense, defense and special teams, we practiced some things that hadn't showed up and they finally showed up in the Nebraska game, obviously, with great results."

Still, behind the scenes, it was an ongoing struggle for control of the offense, according to the sources.

Canada acknowledged one mistake he made was sticking with the things that had been successful at UW in the past for too long.

"Early on, the respect I had for what Wisconsin is and the system that was there, that was probably the biggest (failure) ? I tried to just keep doing what has always been done and we needed to do some different things," he said.

Canada started tweaking the offense as the season went along. He unveiled the Barge, with White at quarterback and extra linemen, a formation Canada had used previously. He also introduced more shifts and motions, with great success.

The Badgers averaged 16.3 points and 276 yards in the first three games, then 35.1 points and 437.7 yards over the last 10.

"I'll take all of the accountability for us maybe not getting off to the best start we could," Canada said. "It was finding the right fits, finding the right guys, certain players growing into their roles. We lost a lot of very good players. We had to find our niche. I think we did that."

Bielema denied he overruled any of Canada's calls during a game.

"I never once said, 'No, don't call that,' " Bielema said. "That's probably more coffee talk than anything. I have a great relationship with Matt. I treated Matt the same way I treated Paul.

"The part that was really fun for me was to see was Matt grow, obviously, with a very, very difficult staffing situation."

While things didn't work out as he hoped, Canada said he has no issues with his working relationship with Bielema.

"I appreciate him hiring me to come work at Wisconsin," Canada said. "No issues, no problems. Everything was good."

Canada took the heat all season for any offensive shortcomings, always accepting responsibility when things didn't work out.

One of the things Canada is proudest of was when an offensive player, whom he declined to name, thanked him for his approach to the Big Ten title game.

"Probably the proudest thing I had, one of our good players, just saying after it was over, 'Coach, I appreciate you taking every shot (and) standing behind us,' " Canada said.

"There wasn't any finger pointing throughout the year. For me personally, that's my proudest (moment), 'Coach you took every shot and didn't ever point a finger.' "

GOP governors walk balance beam on health law

ATLANTA (AP) ? Florida Gov. Rick Scott, who made a fortune as a health care executive, long opposed President Barack Obama's remake of the health insurance market. After the Democratic president won re-election, the Republican governor softened his tone. He said he wanted to "have a conversation" with the administration about implementing the 2010 law. With a federal deadline approaching, he also said while Florida won't set up the exchange for individuals to buy private insurance policies, the feds can do it.

In New Jersey, Gov. Chris Christie held his cards before saying he won't set up his own exchange, but he's avoided absolute language and says he could change his mind. He's also leaving his options open to accept federal money to expand Medicaid insurance for people who aren't covered. The caveat, Christie says, is whether Health Secretary Kathleen Sebelius can "answer my questions" about its operations and expense.

Both Republican governors face re-election in states that Obama won twice, Christie in 2013 and Scott in 2014. And both will encounter well-financed Democrats.

Their apparent struggles on the issue, along with other postures by their GOP colleagues elsewhere, suggest political uncertainty for Republicans as the Affordable Care Act starts to go into effect two years after clearing Congress without a single Republican vote. The risks also are acute for governors in Democratic-leaning or swing-voting states or who know their records will be parsed should they seek the presidency in 2016 or beyond.

"It's a tough call for many Republican governors who want to do the best thing for their state but don't want to be seen as advancing an overhaul that many Republicans continue to detest," said Whit Ayers, a consultant in Virginia whose clients include Gov. Bill Haslam of Tennessee, a Republican who didn't announce his rejection of a state exchange until days before Sebelius's Dec. 14 deadline.

Indeed, cracks keep growing in the near-unanimous Republican rejection of Obama's health care law that characterized the GOP's political messaging for the last two years. Five GOP-led states ? Idaho, Mississippi, Nevada, New Mexico, and Utah ? are pressing ahead with state insurance exchanges. Ongoing monitoring by The Associated Press shows that another five Republican-led states are pursuing or seriously a partnership with Washington to help run the new markets.

Democrats, meanwhile, hope to use the law and Republican inflexibility to their advantage, betting that more Americans will embrace the law once it expands coverage. The calculus for voters, Democrats assume, will become more about the policy and less about a polarizing president.

"It shouldn't be complicated at all," said John Anzalone, an Obama pollster who assists Democrats in federal races across the country. Anzalone said Republicans could use their own states-rights argument to justify running exchanges. Instead, he said, "They are blinded by Obama-hatred rather than seeing what's good for their citizens."

Governors can set up their own exchanges, partner with Sebelius' agency or let the federal government do it. The exchanges are set to open Jan. 1, 2014, allowing individuals and businesses to shop online for individual policies from private insurers. Low- and middle-income individuals will get federal premium subsidies calculated on a sliding income scale. Nineteen states plus Washington, DC, most led by Democrats, have committed to opening their own exchanges.

The law also calls for raising the income threshold for Medicaid eligibility to cover people making up to 138 percent of the federal poverty line, or about $15,400 a year for an individual. That could add more than 10 million people, most of them childless adults, to the joint state-federal insurance program for low-income and disabled Americans. Together, the exchanges and the Medicaid expansion are expected to reduce the number of uninsured by about 30 million people within the next decade.

A Supreme Court ruling last summer made the Medicaid expansion voluntary, rather than mandatory for states. At least eight governors, all of them Republicans, have already said they have no plans to expand Medicaid.

The complexity is obvious.

National exit polls from last month's election showed that 49 percent of voters wanted some or all of Obama's signature legislative achievement rolled back. Among self-identified independents, that number was 58 percent. Among Republicans, it spiked to 81 percent. When asked about the role of government, half of respondents said the notion that government is doing too much fits their views more closely than the idea that government should do more.

Before the election, a national AP-GfK poll suggested that 63 percent of respondents preferred their states to run insurance exchanges, almost double the 32 percent who wanted the federal government to take that role. And the same electorate that tilts toward repealing some or all of the new law clearly re-elected its champion.

That's not the most important consideration for governors who face re-election in Republican states. Georgia's Nathan Deal and Alabama's Robert Bentley, who also face 2014 campaigns, initially set up advisory commissions to consider how to carry out the health care law, but they've since jumped ship. But, unlike others, Deal and Bentley aren't eyeing national office.

Three Republicans who are viewed as potential national candidates ? Rick Perry of Texas, Nikki Haley of South Carolina and Bobby Jindal of Louisiana ? were full-throated opponents. Jindal, the only one of the three who is term-limited, is the incoming chairman of the Republican Governors Association. In that role, he has co-signed more conciliatory letters to Sebelius asking questions to flesh out how the designs might work.

Republican governors also are feeling quiet pressure from hospitals and other providers.

Deal, the Georgia governor, offers the typical argument for saying no. "We can't afford it." But the law envisions the new Medicaid coverage more or less as a replacement of an existing financing situation that pays hospitals to treat the uninsured. The law contemplates cuts in that program, which already requires state seed money. The idea was that expanding Medicaid coverage would reduce "uncompensated care" costs.

"Some of those cuts were made with the expectation that Medicaid would be expanded and that hospitals would be paid for portions of business that we are not being paid for now," said Don Dalton of the North Carolina Hospital Association.

Dalton's Governor-elect, Republican Pat McCrory, said as a candidate that he opposed Medicaid expansion. Dalton said his industry is leaning on McCrory and legislative leaders, though he commended "their deliberate approach." Similar efforts are underway in South Carolina, Georgia, Missouri and elsewhere.

For Democrats, Anzalone said the framing will be simpler: "You don't want to take a 9-to-1 match? That's a pretty easy investment. These governors who aren't expanding Medicaid, they're basically giving taxpayer money to the states that do."

French President Francois Hollande suffered a fresh setback yesterday when his country's highest court threw out a plan to tax the ultra-wealthy at a 75 per cent rate and said it was unfair.

In a stinging rebuke to one of under-fire Socialist Hollande's flagship campaign promises, the constitutional council ruled that the way the highly contentious tax was designed was unconstitutional.

It was intended to hit incomes over ?1million (?820,000) but the largely symbolic measure would have only hit a tiny number of taxpayers and brought in up to around ?300million (?250million).

Prime Minister Jean-Marc Ayrault was quick to respond, saying in a statement following the decision that the Government would resubmit the measure to take the court's concerns into account.

The court's ruling took issue not with the size of the tax, but with the way it discriminated between households depending on how incomes were distributed among its members.

A household with two earners each making under ?1million (?820,000) would be exempt from the tax, while one with one earner making ?1.2million (?980,000) would have to pay.

The French Government approved the tax in its most recent budget, amid criticism that it would do little to stem the country's mounting fiscal problems and would drive away the wealthiest citizens.

Meanwhile President Hollande's popularity has been tanking as the country's unemployment continued its rise for the 19th straight month.

As authorities try to confirm the identity of a body found in the home of a gunman who set his house ablaze and killed two firefighters, two others who survived the attack say they're thankful for the support they've received.

West Webster volunteer firefighters Joseph Hofstetter and Theodore Scardino, who had been in guarded condition, were upgraded to satisfactory condition on Wednesday at Rochester's Strong Memorial Hospital.

The hospital released a statement from them saying they were "humbled and a bit overwhelmed by the outpouring of well wishes for us and our families."

The firefighters said their "thoughts and prayers" were with the families of colleagues Michael Chiapperini and Tomasz Kaczowka, killed by William Spengler Jr., a convicted felon barred from having guns. Funerals are set for the next few days for Chiapperini and Kaczowka.

Authorities said Spengler set a car on fire and touched off an "inferno" in his Webster home on a strip of land along the Lake Ontario shore, took up a sniper's position and opened fire on the first firefighters to arrive at about 5:30 a.m. on Christmas Eve.

Spengler, 62, traded rifle fire with a Webster police officer who had accompanied the firefighters and then killed himself with a gunshot to the head.

Investigators found a rambling, two- to three-page typed letter laying out Spengler's intention to destroy his neighborhood and "do what I like doing best, killing people."

Investigators, meanwhile, traced the gunman's weapons and tried to confirm that remains found in the house are those of Spengler's sister, Cheryl Spengler. That still hasn't been confirmed and it is not known how she died.

The Spengler siblings had lived in the home with their mother, Arline Spengler, who died in October. In all, seven houses were destroyed by the flames.

There also was no word from authorities about how William Spengler, who served time for his grandmother's beating death, got three guns found with his body: a military-style Bushmaster .223-caliber semiautomatic rifle, a 12-gauge shotgun and a .38-caliber revolver. The rifle, which had a combat-style flash suppressor, is the same make and caliber as one used by a gunman to massacre 20 children and six women at a Newtown, Conn., elementary school earlier this month.

Federal authorities confirmed Wednesday they had traced the sale of the weapons, but they didn't release details.

Spengler spent 17 years in prison for beating his paternal grandmother to death with a hammer in 1980. He had been released from parole on the manslaughter conviction in 2006, and authorities said they had had no encounters with him since.

Police Chief Gerald Pickering said investigators believe Spengler used the rifle to attack the firefighters because of the distance involved. He said police may never know Spengler's motive.

Chiapperini, who also was a police lieutenant, was driving a pumper with Scardino on board when bullets blasted the windshield. He and Kaczowka died at the scene. Hofstetter was hit in the pelvis, and Scardino was hit in the shoulder and knee.

A passing off-duty officer from the town of Greece was treated for shrapnel wounds from gunfire that hit his car.

Hearses carrying the coffins of Chiapperini and Kaczowka were escorted to West Webster Fire Station 1, where they were met by emergency vehicles with their lights flashing in salute.

Calling hours for the two men will be at Webster Schroeder High School on Friday and Saturday. A funeral for Chiapperini is scheduled for Sunday at the school, with burial in West Webster Cemetery.

A funeral Mass for Kaczowka, who worked as a Monroe County emergency dispatcher, will be held Monday in Rochester at St. Stanislaus Church, with burial at Holy Sepulchre Cemetery.

Nissan has thrown down the warranty gauntlet to other EV makers by announcing it would be the first to "restore" battery capacity if a Leaf's full charge fell below 9 out of 12 "bars" within 5 years or 60k miles. The new clause was announced by VP Andy Palmer and will go into effect in spring of next year on all models, including those sold in 2011 and 2012. The company stressed it would only "repair or replace the battery under warranty with a new or remanufactured unit to restore capacity at or above a minimum of nine bars," and not a full charge -- saying a gradual, but not excessive loss of charge was normal. Nissan added that it'd look to improve the accuracy of the battery gauge, since the aforementioned bars on the dash were computer managed and not exactly scientific. All of this applies to US-only vehicles for now, but similar policies will soon go into effect worldwide, according to the statement. Killer turn for Hanks in 'Wonderful Life' send-up

Colin Hanks makes a convincing Jimmy Stewart, minus the whole murderous rage punch thing.

In a special edition of the weekly live action YouTube comic "Puddin' Strip," Hanks plays Stewart's George Bailey in a send up of a climactic scene in the Christmas classic "It's a Wonderful Life." Set in an office lunch room -- like all the Puddin' Strip videos -- Hanks-as-Bailey argues for the office's workers to rise up against the corrupt Mr. Potter, who is trying to purchase the Savings and Loan building in town.

Among those listening are Patton Oswalt and Weird Al Yankovic, though the action is driven by a particularly shrill woman who needs some cash, quick. Her incessant yelping doesn't really end up working out in her favor, unfortunately.

This is definitely a 21st century take on an old favorite.

Arthur Chaskalson: Key figure in South Africa after apartheid

Arthur Chaskalson was widely recognised as one of the key architects of South Africa's post-apartheid constitution, and also as its most renowned jurist. He burst into prominence as a junior barrister on the Rivonia Treason Trial defence team in 1963, building a lifelong friendship with Nelson Mandela and the other trialists, who were all sentenced to life imprisonment rather than death by hanging.

By then, he had already made his mark as a bright young thing in the legal world. He graduated Cum Laude with degrees in commerce and law from Wits University in 1954 before being admitted to the Bar two years later. He took Silk in 1971, but having grown up in a Jewish family with a strong sense of social justice, the career path of the commercial lawyer never excited him. Rather, his energies went into opposing the government's apartheid laws and defending its opponents at a time when public opposition was dormant.

Chaskalson was never one of those hectoring, caustic, showman barristers epitomised in television dramas. Instead, his reputation was as a deep thinker, and, when required, an incisive cross-examiner. Those who knew him well talked about both his brilliant intellect and his apparent lack of ego.

In 1978 he took a decision that seemed to go against the careerist grain by becoming the first director of the non-profit Legal Resources Centre, which was dedicated to public and human rights law, while also serving as a board member of the legal faculty of his alma mater. The National Party government regarded him as an enemy, but his position and international reputation (which included membership of the New York Bar Association) meant they could not hit him directly, although they would never appoint him to the bench.

However, he was already preparing for his future role, helping the Namibian Constituent Assembly draft its new constitution. And when the African National Congress was unbanned in 1990, Chaskalson became a member of its constitutional committee, and went on to serve on the technical committee at the Codesa negotiations forum, playing a central role in drafting the country's new constitution. An interesting side note is that he had joined the banned South African Communist Party in the early 1960s, but was never active in the underground thereafter. Still when he first arrived at Codesa, it was as a Communist Party delegate.

It came as no surprise when his friend Mandela appointed him as the president of the country's new constitutional court, whose first task was the certification of the new constitution. While this was happening, he was robbed in his own home.

"He told us that the solution to a difficult constitutional problem came to him when he was down on his knees with a gun pointing to his head," fellow jurist Dr Albie Sachs recalled. "He laughed about it, but it showed that even in such a moment of peril, his brain never stopped working. He really had a magnificent legal mind ? one of the finest of the 20th century ? and he put the law and the constitution before anything else."

Several of his judgments, including his first, on capital punishment, have been widely cited internationally, but Chaskalson also developed a reputation for his collegiate approach on this new, non-racial constitutional court. "I loved working with him," said Sachs. "He got on with everyone because he was very fair, very wise, a wonderful listener and he was modest in his style. When offered a BMW, he turned it down and took a Toyota instead."

Another Constitutional Court judge, Edwin Cameron, spoke of Chaskalson's compassion. "I was living secretly with HIV and I'd been nominated to become a judge. Arthur showed that personally supportive, loving side of him. He insisted I allow my nomination to go forward, and later, also with his personal encouragement, I made a public statement."

In 2001 Chaskalson's title was changed to that of Chief Justice of South Africa, a role he held until 2005. In his last address from the bench he stressed the need for separation of powers between the judiciary and other branches of government. "Experience shows that where there is absolute power, corruption and abuse of power are more likely ... It is important for our democracy that the delicate balance be kept intact."

He watched from retirement as his government fiddled with that balance ? attempting to introduce restrictions on press freedom and to appoint compliant judges. But by then, he had moved on, and was well-established as an international jurist, having been appointed to the UN Permanent Court of Arbitration and later as judge at the International Criminal Tribunal for the Former Yugoslavia. Chaskalson died of leukaemia.
